Actually, I think a better word would be Totalists. Fascism is (more or less) equivalent to Nationalism on steroids.

Socialists wish to take the means of production and redistribute to the community.

But this law doesn't seek to redistribute, just to control, and fits the definition of Totalitarianism. "Totalitarianism (or totalitarian rule) is a concept used to describe political systems where a state regulates nearly every aspect of public and private life," from Wikipedia.

The chains of slavery are forged one by one.
