Fellela (D) on January 24, 2008, to amend the definition of second degree child abuse by eliminating te word "serious" as a qualifier to "injury"and further amend the general laws relating to abuse include negligent or reckless conduct by a caregiver that exposes a child to the risk of serious bodily injury or death.
