First they create a new welfare program handing over $500k in taxpayer money to homeless bums. The program is a socialist's fantasy, authorizing busibody bureaucrats to micromanage these poor slobs' lives in half a dozen ways. But wait a sec . . . Oops! The state is broke - we don't have half a million to spend on welfare for bums (might have to take it out of legislator salaries, God forbid). I know! Let's create the progam anyway - that way we get to go home and brag about how "compassionate" we are - but not appropriate any money for it! The ignorant voters will never know, the lazy media will never tell them, and Lord knows neither will we.

Like I said, I love this bill! It captures the dishonesty and the intrusiveness of the legislative class in all its sliminess.
