Better read the bill folks, it's not what it sounds like.  There is no mention of guns in the section under question, and the bill actually repeals the prohibition against selling certain kinds of weapons to minors.  Not sure it's such a bad idea though, the existing law is absurd in its specificity.

 Good idea - weapons should owned by adults who pass stringent standards.  Minors are minors for a reason.  Owning a gun is a contract and children cannot sign contracts.  They should use guns under parental watch and advisement.
