    In case you didn't know, the building industry is getting hit.  Many subcontractor companies, such as roofers, are thinking of or are going out of business altogether.  The income tax, fees, insurance, licenses and registrations, etc. as well as health insurance adds up to an excorbitant amount of money with less for take home pay income.  To add time and money needed for extra education is not reasonable.  What extra education do you expect them to take?  It is more money down the tubes.

     10 hours over 2 years is minimal.  Being a roofing contractor is a little like being a surgeon.  If you do a bad job, don't worry, all your mistakes will be covered up an the bad results won't show up for years (but when they do, the poor consumer has a real problem).
