DEM has a policy of removing dams to let salmon swim where no salmon has gone before. They slip bits of wording into almost every legislation they can think of to further their goals. HYDRO ELECTRIC POWER in EXISTING dams is a hell of a lot more important that DEM whims. Prehaps after the RI economy is up and running, we can then afford to even think of such DEM nonsense.
