This bill should die in commitee. You denie the moral and legal right of a husband to know that his wife is going to murder his child and then you are going to require him to pay for it. If it isn't his baby he still has the right to know. In that case why does the innocent party have to die for the irresponcibility of other? Do you politicians have a conscience. The constitution requires you to protect the innocent and not to misappropriate public funds.
